Overview
Waipahu is a busy Central/Leeward Oahu community tied closely to the H-1 and H-2 freeway system, with residential areas including Waipahu, Village Park, Waikele, Royal Kunia, and nearby neighborhoods. Daily life here is practical and active: school traffic, local shopping centers, bus service, freeway access, and the rail corridor all shape how people move through the area.
What's unique
What stands out in Waipahu is how much of Oahu’s growth pressure shows up in one place. The board regularly discusses transit-oriented development, the future of large commercial sites, long-planned housing such as Royal Kunia Phase 2, and the tension between what residents hoped rail-area planning would bring and what is actually being proposed or approved.
What residents are talking about
Development is another major issue to weigh. The proposed Costco Business Center and gas station at the former Don Quijote site drew mixed reaction: residents welcomed reuse of a blighted vacant site and possible jobs, but questioned traffic impacts, pedestrian safety, loss of Zippy’s, drainage and underground water issues, and whether a bulk business store would really meet local grocery needs. Residents also question by-right projects in transit-oriented zones, such as a car wash or self-storage use, and want more information on Royal Kunia Phase 2 because of likely effects on traffic, schools, and infrastructure. Other recurring concerns include homelessness and encampments on or near Navy land and West Loch, park after-hours activity, vehicle thefts and break-ins, drainage and flooding, road restoration after utility work, storm-debris handling at Central Oahu Regional Park, overgrown sidewalks and trees, and nuisance animals such as feral chickens and cats.
