25 Mililani-Waipio Neighborhood Board Meeting – January 29, 2026

Introduction, Call to Order, and Roll Call

Neighborhood Board Chair convened the meeting at 7:00 p.m. in a hybrid format. Honolulu Police Department (HPD) Report

A lieutenant from the Wahiawa Police Station presented crime statistics covering December 25 through January 25. In the Lower Mililani area, there was one assault, two burglaries, one robbery, four car break-ins, and 843 calls for service. District-wide, officers issued 210 parking citations, 926 traffic infractions, 140 traffic crimes, and 80 criminal citations, making 70 arrests involving 111 charges. The lieutenant provided a safety tip urging pedestrians to ensure drivers see them before crossing streets, citing five traffic fatalities island-wide this year (three involving pedestrians). HPD also responded to questions about drones used for fireworks enforcement, ICE cooperation, and ongoing concerns around speeding near the Walmart area and left-turn violations at a Mililani Town Center intersection. An additional concern involved potential fires under a local bridge, to which HPD pledged regular checks.

U.S. Army Combat Aviation Brigade and Training Updates

A captain from the Combat Aviation Brigade, 25th Infantry Division, outlined an upcoming job fair on February 9 at Helemano Military Reservation. The event is open to the public and aims to offer on-site provisional hiring for positions in business operations, child and youth services, and other areas. She also reviewed the January training advisory, noting most January activities on the East Range had ended. February’s training schedule would be released soon, and residents can sign up for alerts. April prescribed burns at Schofield Barracks, slated for April 13 to 19, were also announced, designed to reduce vegetative fuels and protect endangered plants. Honolulu Board of Water Supply

A representative from the Board of Water Supply highlighted a new partnership with the Department of Environmental Services that increases rebates for water-efficient toilets up to $200. SFA officials and their partners answered detailed questions on traffic flow, driveway access, parking, and sewer extensions, confirming that the chosen site is off Meheula Parkway near the post office. They referred to a Transportation Impact Assessment Report recommending a stop-sign-controlled intersection. Community members voiced concerns about potential U-turns at that median, pedestrian safety, noise from nearby sports events, and building feasibility. SFA advised that comments on the EA be submitted to the project’s consultant or to the board for inclusion in a consolidated letter before the deadline.

Approval of Meeting Minutes

The Secretary motioned to approve the November 19, 2025 meeting minutes, distributed with the agenda. No amendments were introduced. The board approved the minutes as written.

Department of Environmental Services: GROW Pilot Program

A branch manager introduced the Green Recycling Organic Waste pilot set to begin April 1, 2026, in Mililani, Waipahu, Nanakuli, Hawaii Kai, Kailua, and Kalihi. Residents in those areas will be permitted to deposit food waste into existing green carts, now called green composting carts. The program’s purpose is to divert food scraps from landfills to Hawaiian Earth Recycling, which will combine and compost the food scraps with green waste. Acceptable materials include fruits, vegetables, dairy products, meat, grains, and coffee grounds, but not liquids, paper, or plastics. Officials recommended layering food scraps with green trimmings or freezing scraps to control odors and pests. Questions focused on contamination, the role of local composting companies, handling cooking grease, and coconut rhinoceros beetle concerns. The department stated it would monitor contamination and train the contractor’s staff on best management practices.

Chair’s Report
